Number of Fatalities
Measure
Description
The number of persons suffering fatal injuries in a motor vehicle crash during a calendar year, calculated as a 5-year rolling average. Tracking the number of motor vehicle crash-related fatalities helps increase understanding of the impacts of certain infrastructure-safety projects, efforts of law enforcement agencies to increase safety, and legislative efforts to reduce distracted driving.
Databases & Sources
The National Highway Traffic Safety Administration’s Fatality Analysis Reporting System contains data for all motor vehicle crashes resulting in the death of an individual up to 30 days after the crash. This data can be analyzed at the state, regional, municipal, or corridor level.
Types of Projects & Outreach
Signage, guardrails, HSIP, improve pavement condition, educational outreach.

Rate of Fatalities
Description
The ratio of total fatalities to vehicle miles traveled (VMT, in 100 Million VMT) in a calendar year, calculated as a 5-year rolling average. Both the number of fatalities and the number of vehicle miles traveled vary year to year. In general, years with higher VMT also have greater numbers of fatalities. This measure looks at the ratio of fatalities to VMT to determine whether a sudden spike or decline in the number of fatalities is consistent with past trends.

Number of Serious Injuries
Description
The number of persons suffering serious (incapacitating) injuries in motor vehicle crashes during a calendar year, calculated as a 5-year rolling average. Tracking the number of serious injuries related to motor vehicle crashes helps to increase understanding of the impacts of certain infrastructure safety projects, efforts of law enforcement agencies to increase safety, and legislative efforts to reduce distracted driving.
Databases & Sources
The state maintains a database of information from all motor vehicle crashes reported by the police. This data can be analyzed at the state, regional, municipal, or corridor level.
Types of Projects & Outreach

Number of Non-Motorized Fatalities & Serious Injuries
Description
The total number of non-motorized fatalities and non-motorized serious injuries involving a motor vehicle during a calendar year, calculated as a 5-year rolling average. This measure looks at the safety of the most vulnerable road users: people who are not in a vehicle. Without a large metal shield to protect them, pedestrians, bicyclists, and other non-motorized road users are more likely to die in crashes than are individuals riding in a car.

Transit Fatalities
Description
The percentage of facilities (by group) that are rated less than 3.0 on the Transit Economic Requirements Model (TERM) Scale. Facilities include rail stations, parking facilities, garages, and support facilities.
Databases & Sources
Transit vehicle and equipment inventories are available through a memorandum of understanding between MPOs and the transit agencies that serve their regions. Analysis was performed for all transit agencies whose service areas overlap the MPO region.
