In 2012, the Moving Ahead for Progress in the 21st Century Act (MAP-21) was passed, mandating goals and performance measures all MPOs and DOTs would have to set targets for. In 2014, Strafford MPO facilitated the creation of an Interagency Performance Based Planning Workgroup (PBP Workgroup) to begin preparing for this shift towards performance based planning.
Strafford MPO wanted to bring transportation decision makers to the table to promote a more collaborative decision-making process in the state. They applied for and received an award from the FHWA Strategic Highway Research Program (SHRP2) PlanWorks Implementation Assistance Program to reinforce collaboration between agencies. These funds allowed the group to formalize and work intensively for the past year.
